LE2 Project Construction Site Manager

Fluor Federal Petroleum Operations

This is a Full-time position in Hackberry, LA posted October 14, 2021.

The purpose of this position is to manage a small-sized construction-only project, a medium-sized engineering, procurement, fabrication, and construction (EPFC) project, a medium-sized maintenance or evergreen project, a small-sized turnaround/outage, or a small-to medium-sized fabrication effort; to oversee and direct the performance of all field construction and related activities in conformance with plans, specifications, schedules, and cost estimates.

This role directs all staff in all functions necessary in their roles to meet or exceed all project objectives.

This position will typically be the lead person directing all construction activity for a project including the field office and project site; commonly serving as the Site Manager
– the lead staff position responsible for and directing all activities at the site.-Manage the execution of assigned project in conformance with the requirements of the prime contract and company?s operating policies and procedures; lead and direct all functions necessary to safely and efficiently execute the scope-Play the lead role in development of the safety culture on the project, making safety a natural part of all work performed-Lead the focus on scope change management, assuring that all scope and services are properly bound by the prime contract documents-Manage all risks associated with the execution of the work; to include being the driver for the focus for on-going risk assessment and associated mitigation efforts-Establish and maintain full and efficient alignment for all activities, including all functions, departments, and locations with focus across project phases-Oversee the safety program for site personnel and contractors as well as procedures to monitor the overall site safety program to the highest standard.

Establishing a strong safety culture.-Oversee and direct all activity in strict adherence to requirements of the company Quality Program-Maintain a continuous and focused effort to execute all activity according to the as-sold basis for all of the baseline documents, including regular reporting to senior management on the status thereof-Assure that all forecasts and progress reporting is accurate and timely-Manage and promote optimum communication and activity in the interests of client and community relations; serve as the lead company representative to establish and maintain a harmonious relationship with the local community and associated stakeholders-Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback-Leverage internal and external resources to administer policies and procedures consistently across functions, and locations-Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action-Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines-Maintain compliance with all applicable policies, procedures, and global standards-Adhere to and support FFPOs Health, Safety & Environmental and Sustainability Policies-Typically serve as lead person to coordinate all activities and communication within the site/project areas as well as between those areas and other offices and locations-Coordinate and implement indirect activities, internal and external, required to support a productive project execution; including functional staff support, support craft activities, and any other resource necessary to assure a safe and quality project execution-Responsibility typically includes serving as the single point of accountability to senior management, the client, and the communityJob Opening and Closing Dates 9/08/2021
– 10/02/2021Qualifications -Accredited four (4) year degree and eighteen (18) years of work-related experience or a combination of education and directly related experience equal to twenty-two (22) years if non-degreed-Fifteen (15) years experience managing and coordinating multiple large scale sub-contractors.-Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders-Job related technical knowledge necessary to complete the job-Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines-Ability to attend to detail and work in a time-conscious and time-effective manner-Government contracting experience including DOE experience.Preferred Qualifications-Proven ability promoting outstanding customer service and client relations-Excellent skills in interpersonal relations, conflict resolution, communication, and leadership; possess strong presentation ability to address senior management, client management, and total project personnel with command-Basic computer and software skills to include the use of word processing, e-mail, spreadsheets and electronic presentation programs-Competency in administrative functions as related to project and office operations-Functional proficiency in project controls, human relations, industrial relations, and contract management as applicable to assigned area of responsibility; possess the capacity to direct those functions as required to support the project execution while typically being well seasoned in multiple functions as they apply to management of the project-Demonstrated strong decision making, critical thinking and problem solving skills with ability to remain calm while taking charge in critical situations applicable to assigned area of responsibility; possess the capacity to direct those functions as required to support the project execution while typically being well seasoned in multiple
