Outreach and Enrollment Supervisor

Compass Health Network is looking for an Outreach and Enrollment Supervisor to be responsible for outreach and education to current health center patients.

As well as, community residents regarding their health insurance options under the state insurance exchanges, MO HealthNet, and CHIP.

This position is also responsible for assisting persons to enroll for these insurance coverages and directing the activities of the other Compass Health Outreach and Enrollment Specialists.

ESSENTIAL FUNCTIONS – JOB SPECIFIC
• Conduct “in reach” activities with currently uninsured health center patients and “outreach” to non-health center o Help individuals understand and access affordability options (state insurance exchanges, MO HealthNet, and CHIP) following all training guidelines o Provide information and assistance in a fair, accurate, and impartial manner o Provide information and assistance in a manner that is culturally and linguistically appropriate to diverse communities and accessible to individuals with disabilities (following CLAS standards) o Provide referrals to any applicable office of health insurance consumer assistance or ombudsman established under Section 2793 of the PHS Act to address consumer grievances, complaints, or questions about their health plan, coverage, or a determination
• Provide education to health center staff at all sites regarding insurance options so that they can assist in educating their patients/clients
• Provide educational materials regarding insurance options to community partners including health departments, hospitals, urgent cares, physician’s offices, and human services agencies and collaborate and coordinate outreach efforts with them
• Deliver presentations to community groups
• Represent the health center at health fairs and other events to provide education regarding health insurance coverage
• Assist persons with enrollment in an insurance exchange, MO HealthNet, or CHIP per the agency’s work plan
• Directly supervise, set priorities for, and support all staff reporting to this position
• Meet regularly as needed with Outreach and Enrollment Specialists to ensure consistency of services provided and compliance to funders requirements
• Participate in the recruitment, hiring, and training of staff assigned to this position
• Assure that all staff are demonstrating customer service skills as trained
• Will ensure that staff seek culturally competent services and service providers to meet the unique cultural needs of each agency consumer and family member.

• With Senior Director of Regional Support Services, ensure that all reporting requirements per funding source are being met in a timely manner
• With the Senior Director of Regional Support Services, ensure that the program budget is in accordance with funders SUPERVISORY RESPONSIBILITY
• Oversees day-to-day operations and tasks of supervisees
• Completes performance development/AIM process
• Time card management – manages time sheets
• Ensures progress and development is made toward departmental strategic plan goals
• Tracks O&E workers’ data reflecting numbers of consumers assisted, applied for and enrolled into coverage; Ensures Compass’ compliance with Presumptive Eligibility standards set forth by the Family Support Division Job Requirements: QUALIFICATION(S): DESIRED DEMONSTRATED KEY COMPETENCIES
